It doesn’t matter if you like the Pope or not. Jesus himself is giving you this special blessing! The Pope is the Viccar of Christ, THE Vice-Christ, like a vice-president but mystically, without the “vice” when acting in special occasions “in the person of Christ” (like in the Mass or giving his blessing).
That’s why it’s important to ask your Bishop to ask the Pope for the power of the Apostolic blessing for special feasts and when dying, as explained by the Catholic Encyclopedia:
The term Urbi et Orbi (which means "for the city and for the world") signifies that a papal document is addressed not only to the City of Rome but to the entire Catholic world. This phrase is applied especially to the solemn blessing with plenary indulgence which, before the occupation of Rome, the pope was accustomed to impart on certain occasions from the balcony of the chief basilicas of the city. This blessing was given annually at St. Peter's on Holy Thursday, Easter, and the feast of Sts. Peter and Paul; at St. John Lateran on the Ascension; at St. Mary Major on the Assumption. It was imparted also on extraordinary occasions, as at St. Peter's when the pope was crowned, at St. John's when he was enthroned, at various times during the holy year, or jubilee, for the benefit of pilgrims. The blessing Urbi et Orbi of Ascension Day was sometimes postponed till Pentecost on account of the inclemency of the weather, illness of the pope, etc. Innocent X in the jubilee of 1650 on the Ephiphany, Pentecost, and All Saints, as well as later popes, including Pope Pius IX, for special reasons, gave this solemn blessing from the balcony of the Quirinal Palace.

The popes very often delegated to others the power to give this blessing in answer to petitions from princes, at the close of missions, and on such occasions. This power was restricted by Clement XIII, 3 September, 1762, to patriarchs, primates, archbishops, and bishops, who petition the Apostolic See for it; they can give the Apostolic blessing on Easter Sunday and on some other feasts. Prelates who have the use of the pontificalia and jurisdiction over a certain territory can give it only once a year. A certain formula is prescribed. The superiors of certain religious orders, especially the Franciscans, can give it twice a year in the churches of their own order; they must use a formula and ask permission of the ordinary (30 August, 1763). The faculty is occasionally granted to particular priests, regular or secular, to give the Apostolic blessing upon return from Rome, at the close of missions or retreats; in this case no solemn rite is required. The Apostolic blessing is a sacramental with which is granted a plenary indulgence (under the usual conditions), but no absolution from ecclesiastical censures. During a jubilee this blessing cannot be given. A special feature of this blessing is the Apostolic benediction in articulo mortis. This blessing is given to those who are in danger of death by priests who possess the required faculty. A formula is prescribed by Benedict XIV; to gain the indulgence it is necessary to receive the sacraments, to invoke the name of Jesus, and be resigned to the will of God. In missionary countries the bishops can subdelegate every priest to grant this indulgence (5 April, 1772). It is not suspended by a jubilee.

Why are indulgences important?: to avoid the fire of Purgatory for yourself or if not dying today, to do a work of mery by freeiing a soul from burning there, by entering Heaven and praying for you, face to God 24/7.
